Mombetsu is on the northern coast of Hokkaido, facing the Sea of Okhotsk. It is one of the places in Japan most closely tied to drift ice, which arrives from the north in mid-winter and can cover the sea to the horizon. The town is built around its fishing port, and the line of breakwaters is the first thing the eye finds on a map.
Behind the harbour the streets form a compact grid on flat coastal land, with higher ground rising inland. Beyond that the grid gives way to farmland and to rivers running down to the coast. A long, nearly straight shoreline stretches away in both directions and frames the town from end to end.

Streets behind the harbour form a compact grid on level ground. Moving inland, the grid loosens into farmland and river valleys.
