San Rafael lies in the municipality of Tlalmanalco in the State of México, on the western foothills of the volcano Iztaccíhuatl. From above, the town fills a narrow, sloping valley, with streets that follow the contours and a watercourse running down through it from the mountain. Pine forest presses in from the higher ground to the east, and the open land of the Valley of Mexico lies below to the west.
The town grew around a paper factory founded in the nineteenth century, which used the water and timber of the mountain. The mill was for many decades one of the best-known paper producers in Mexico, and much of San Rafael's layout, with its workers' housing and industrial grounds, still reflects that history.

The streets curve and branch as the ground rises, and the edge of the forest draws a soft boundary.
