Ŭndŏk is a county town in North Hamgyong province, in the far north-east corner of North Korea. It lies near the Tumen River, which forms the border with China here, and not far downstream the river also becomes the short border with Russia before reaching the sea. The area has long been associated with coal mining and heavy industry.

On a map the valley shapes the town. The built-up area follows the lower ground, with the river and its floodplain on one side and hills rising on the other. Rail lines and roads run along the valley rather than across it, and the settlement has a long, narrow look that follows the landscape.
