Semender is a settlement within the urban district of Makhachkala, the capital of Dagestan, lying a short distance west of the city centre. From above it reads as a dense pattern of mostly low-rise housing arranged in long, fairly regular streets. It is the kind of self-built neighbourhood that has grown steadily around Makhachkala in recent decades.
The terrain around the settlement shifts from the flat coastal lowland near the Caspian Sea to the first rising ground of the foothills inland.
