Seversk lies a short distance north-west of Tomsk, on the Tom River in western Siberia. On a map it is clearly a planned city, with broad straight avenues, large rectangular blocks and generous green spaces between buildings. The layout is compact and self-contained, bounded by the river on one side and forest on the others, with only a few roads connecting it to Tomsk.
The city was founded in the late 1940s alongside the Siberian Chemical Combine, a major nuclear industrial complex, and for decades it did not appear on public maps. Known then only as Tomsk-7, it received its current name in 1992 and remains a closed administrative territory, where entry requires special permission.
Its streets were designed in a single campaign, which shows in the consistency of the plan: axial avenues, regular microdistricts and a clear civic centre.
