Toufen lies in the north of Miaoli County in western Taiwan, on the plain of the Zhonggang River a short distance inland from the Taiwan Strait. On the map, the river forms a natural boundary with neighbouring Zhunan. The two urban areas face each other across it and grow steadily closer.
The core of Toufen is a dense network of streets around its old market area. Newer districts spread out along the main roads, and rice fields and low hills fill the land further east. Rail lines, the freeway and industrial zones add long straight strokes that cut across the finer residential grain.
Toufen is a centre of Hakka culture in northern Taiwan and was upgraded from township to county-administered city in 2015. A Toufen map poster shows that growth: a market town becoming a modern city between river, hills and sea.
