Balulang is a barangay of Cagayan de Oro, the port city on the northern coast of Mindanao. On a map it appears as part of the city's growing residential belt. Streets and subdivisions fill the land near the Cagayan de Oro River, which winds north through the city toward Macajalar Bay.
The river shapes both the geography and the recent history of this part of the city. Its floodplain and bends define where neighbourhoods have grown. In December 2011 Tropical Storm Washi (Sendong) caused severe flooding along the river, and riverside barangays including this area were among those affected.
