Kardzhali lies in the Eastern Rhodopes of southern Bulgaria, on the Arda River. Dams have turned the river into long, branching reservoirs on both sides of the city. Kardzhali Reservoir lies upstream to the west, and Studen Kladenets is downstream to the east. On a map these bodies of water, with their many arms, are the most striking feature.
The city itself spreads along the valley and up the lower slopes. There is a central area of denser streets near the river, bridges across the Arda, and residential districts climbing the surrounding hills on curving roads. The mountains around it are low but deeply folded, so roads twist and villages cling to ridges.
The region has a mixed Bulgarian and Turkish heritage, and it is rich in archaeology. The rock sanctuary of Perperikon lies in the hills to the north-east. River bridges
The city centre sits along the Arda, and several bridges cross the river. They tie the two banks together in the densest part of the map.

Residential streets climb the valley sides in curves and switchbacks, which gives the edges of the city a flowing, contour-following pattern.
