Lulou lies in the far northwest of Jiangsu, in the Xuzhou area, on a wide alluvial plain shaped over centuries by the old course of the Yellow River. From above the landscape is flat and ordered: fields in long rectangles, irrigation ditches, tree-lined roads and villages set at regular intervals.
The town itself forms a compact centre where roads from the surrounding countryside meet. Its streets are laid out mostly at right angles, with newer buildings along the main routes and older lanes behind them.
