Penalva lies in the Baixada Maranhense, the wide lowland west of São Luís in northern Brazil. The country here is flat and low, and in the rainy season large parts of it flood into shallow lakes and marshy fields. From above, the town is a modest grid of streets on firmer ground. Around it the surrounding land is broken by irregular water bodies and meandering channels.
Life in the region follows the rhythm of the waters, which rise and fall with the seasons. Fishing and small-scale farming have long been part of local life, and the town serves as a centre for the rural communities around it. Roads here are few and deliberate, because they have to thread their way between wetland and lake.
