Pine Hills sits just west of downtown Orlando in Orange County. It is an unincorporated community rather than a city with its own government. On a map it looks like a classic postwar Florida suburb. Long straight arterials mark out large blocks, and inside them residential streets loop, curve and end in cul-de-sacs that fold around one another.
