Tortosa is built around the Ebro, the river that shapes its whole map. The historic centre lies on the left bank, packed tightly beneath the hill of the Castell de la Suda. Newer districts extend along the water and across to the opposite bank. Bridges tie the two sides together, and the river's broad curve gives the plan its main line.
The Suda, a castle of Moorish origin that now houses a parador, looks down on the Gothic cathedral and the Renaissance Royal Colleges, all within a short walk. Around them the medieval street pattern survives as a knot of narrow, irregular lanes. It is clearly different from the straighter avenues of the nineteenth- and twentieth-century extensions.

The castle hill above the old town is a compact, raised shape. Its fortress walls and access roads stand out against the dense streets below.
