Mulia is the administrative centre of Puncak Jaya Regency, high in the central mountains of Papua. The terrain here is rugged, with forested ridges and deep valleys, and the town occupies one of the few areas of relatively level ground. On a map the built-up area is small and compact, surrounded by large expanses where roads are few or absent.
The airstrip is the most defined feature of the plan, a straight bar that organises the streets around it. Air travel has long been essential for reaching highland towns in Papua, where the landscape makes road links difficult, and the runway's position explains much of how the town has grown.
