Pemba sits on a narrow peninsula at the entrance of Pemba Bay on the Indian Ocean coast of northern Mozambique. From above, the town is shaped by water on almost every side. The older part and the port occupy the tip of the peninsula, the newer neighbourhoods spread inland along the main roads, and a long sandy beach faces the open sea to the east.
Pemba is the capital of Cabo Delgado Province, and its bay is often described as one of the largest natural bays in the world. Under Portuguese rule the town was called Porto Amélia. Wimbe Beach, with its coral reefs close to shore, has long drawn visitors to this part of the coast.

The old town and the port sit at the tip of the peninsula, where the bay meets the ocean. The streets are at their densest there, on the most exposed point of land.
