El Kef is built on the side of a mountain in northwest Tunisia, not far from the Algerian border. Its old town climbs the slope in terraces, and a fortress sits above it near the top. From above, the streets bend and twist to follow the contours, and the newer quarters spread out more loosely on the lower ground at the foot of the hill.
The site has been occupied for a very long time. In Roman times it was known as Sicca Veneria, and traces of that past remain among the town's buildings. The kasbah, rebuilt in the Ottoman period, still overlooks the old town and the wide agricultural plains below.

Below the kasbah, the lanes of the old town follow the mountainside in bends and short connections. The pattern is dense and irregular, shaped by the gradient rather than by planning.
