Okaya is on the northwestern shore of Lake Suwa, in the mountainous heart of Nagano Prefecture. The lake fills one corner of the map as a smooth, open oval. The town spreads along the shore and up into narrow valleys, and the streets thin out quickly where the steep, forested slopes rise around the basin.
In the Meiji and Taishō eras, Okaya was one of Japan's main centres of silk reeling. Its mills produced thread for export all over the world, and the city still keeps a silk museum. Just south of the centre, the Tenryū River leaves Lake Suwa through a sluice gate and starts its long journey to the Pacific.
