Qusar sits in the far north of Azerbaijan, close to the Russian border, on the foothills of the Greater Caucasus. The ground rises steadily toward the mountains south of the town, and the street network reflects that. Main roads run along the slope and down toward the lowland, and smaller streets fill the terraces between them.
The district is home to much of Azerbaijan's Lezgin community and is closely tied to the mountains. The Shahdag area, with its well-known ski resort, lies in Qusar District, and rivers fed by mountain snow cut valleys through the surrounding land.
