Jing'an lies in the far north of Jiangsu, in the Xuzhou region close to the Shandong border. The land here is almost perfectly flat. On a map this shows up as long, straight roads, a compact built-up core and a patchwork of rectangular fields around it, cut through by drainage channels that follow the gentle fall of the plain.
Because there are no hills to bend it, the town's shape is set almost entirely by its roads. The main routes cross near the centre, and newer blocks line up neatly along them. Farther out, the lines become thinner and more regular: field tracks, irrigation ditches and small village clusters spaced out across the countryside, each one a small knot of streets.
