Kowŏn-ŭp is the administrative centre of Kowŏn County in South Hamgyong Province, inland from the east coast of the Korean peninsula. The town lies on lower ground in a river valley, with hills rising to the north and west. On the map it forms a moderately compact settlement, with a regular street pattern in the centre and farmland spreading across the valley floor.
A railway passes through the town, and the line and main road are its strongest structural features on the map. Rivers from the surrounding hills flow down toward the coast, and the valley land along them is divided into fields.
