Govlar, also written Qovlar, is a town in Tovuz District in northwestern Azerbaijan. It lies on the low ground of the valley between the foothills of the Lesser Caucasus and the Kura. On the map it spreads across flat land in a loose, broad pattern: houses set in long garden plots, with farm roads and field boundaries continuing out from the edge of town.
That low, even setting gives the drawing a calm, horizontal feel. Streets run mostly straight across open ground, and the plots between them add a fine, repeated texture that is typical of towns in this agricultural corridor. There are no steep slopes to bend the lines, so the pattern of the settlement itself carries the design, from the main thoroughfares to the smaller lanes.
