Pendleton lies in northeastern Oregon, where the Umatilla River flows through a valley in the open, rolling country of the Columbia Plateau. The town grew along the river, and on a map it reads as a long east-west band. The downtown grid sits on the valley floor, and neighbourhoods climb the bluffs on either side.
Two names have made the town well known far beyond Oregon. The Pendleton Round-Up is a major rodeo held here every September, and Pendleton Woolen Mills has been weaving blankets in the town for more than a century. The historic downtown also has underground passages that are now shown on guided tours. Interstate 84 runs past the town, and grain fields cover the surrounding hills.

On the north and south sides, streets climb bluffs above the valley and bend to follow the slopes, loosening the regular grid.
