Bālugaon lies in Odisha on the shore of Chilika, the large brackish-water lagoon on India's east coast. The town occupies a narrow strip between the lake and the higher ground inland, and from above its shape follows this constraint: streets run roughly parallel to the shoreline, with the railway and the national highway passing close by.
Chilika is the defining feature here. It is the largest coastal lagoon in India, known for its fisheries and for the migratory birds that arrive each winter, and Bālugaon has long been a centre of the fish trade from the lake. Boats leave its shore for islands in the lagoon, including the Kalijai temple island.
