Chinguar lies in Bié Province, on the central highland plateau of Angola. The land here is high and open, with rolling terrain, farmland and patches of woodland, and the climate is milder than on the coast. The town is a local centre for the surrounding agricultural area.
Chinguar is on the route of the Benguela Railway, the long line that crosses Angola from the Atlantic port of Lobito into the interior. The railway strongly shapes the map. The line passes through the town, and the street pattern is organised around it, with a small grid of roads in the centre and a looser spread of housing and plots further out.
