Dabhel lies in the Daman district of the union territory of Dadra and Nagar Haveli and Daman and Diu, a short distance inland from the Arabian Sea. On a map it forms part of a wider band of settlement around Daman, where older village cores sit beside newer housing and industrial plots laid out along the main roads.
The street pattern is mixed. Winding lanes follow older paths between neighbourhoods, while broader roads with more regular spacing mark the areas developed for factories and warehouses. The Daman area was under Portuguese rule until 1961, and although that history is more visible nearer the coast, it helps explain why the district is administered separately from the surrounding state of Gujarat.
