Navotas occupies a thin strip of low-lying land on the north-western edge of Metro Manila, facing Manila Bay. Its map is shaped by water: the bay on one side, rivers and tidal channels on the other, and a dense network of narrow streets between them. Much of the city sits barely above sea level.
The Navotas Fish Port Complex, one of the largest fishing ports in Asia, occupies a prominent stretch of the waterfront.
