Bilāspur lies on the Arpa River in northern Chhattisgarh, and the river gives the city its main natural line on the map. The older part of the city is packed between the riverbank and the railway, a tangle of market streets and houses. Newer neighbourhoods spread outward in more regular blocks.
The railway has shaped the city. Bilāspur is the headquarters of the South East Central Railway zone. The large railway station, yards and staff colonies make a distinct area on the map, with long tracks and orderly housing. The city is also home to the High Court of Chhattisgarh.
