Kusatsu lies on the south-eastern shore of Lake Biwa in Shiga Prefecture. From above, the city spreads from the lake’s edge inland. The waterfront is broken up by small peninsulas and parks, the old town sits in the middle, and newer residential districts and a university campus fill the land towards the hills in the south-east.
In the Edo period, Kusatsu-juku was the post town where the Tokaido and Nakasendo highways met, and its preserved honjin, the official inn for travelling lords, is one of the largest that survive. The old Kusatsu River was famous as a raised river: its bed lay higher than the surrounding land, so roads had to pass beneath it.
A Kusatsu map poster places the historic junction at the centre, with the lakeshore along one side and the newer city spreading outwards. The Karasuma Peninsula reaches into the lake, the rail line cuts through the town, and the Biwako-Kusatsu campus of Ritsumeikan University adds an open, spacious section to the south-east.

The old Kusatsu River once flowed above the level of the town. Its former course remains part of the city’s layout and local history.
