Luobei is the seat of a county in Hegang, in the far north-east of Heilongjiang, and the county stretches north to the Amur River along the border with Russia. The town itself lies inland, at the edge of the Lesser Khingan range where the forested hills begin to level out, and the map shows a modest, orderly settlement surrounded by open country.
Its streets follow a largely regular pattern, with wide main roads, long residential blocks and the rectangular footprints of newer housing. Rivers and streams from the hills cross the surrounding land, and farm roads divide the fields into long strips. Winters here are long and cold, and the landscape between towns is mostly given over to agriculture and woodland.
