Mendes lies in the interior of Rio de Janeiro state, in a hilly region between the coastal mountains and the Paraíba do Sul valley. From above, the town is a narrow settlement following valley floors, with streets branching into side valleys and climbing modest slopes. Green hills fill much of the surrounding area.
The town developed with the railways that once connected Rio de Janeiro to the interior, and the old railway alignment still shapes parts of its layout. The surrounding landscape reflects the region's history of coffee and cattle farming, with pastures and patches of forest on the hillsides.
