Tovar lies in the Venezuelan state of Mérida, in the valley of the Mocotíes River, on the western side of the Andes. The valley is narrow and the slopes are steep, so the town extends along the valley floor. On a map, its streets form a long band that follows the river.
The centre has the grid typical of Andean towns, with a main square and blocks that shift where the ground slopes. Beyond it, roads climb in switchbacks up the hillsides, and small settlements and farms are scattered across the slopes. The contrast between the flat valley floor and the steep hills gives the map a strong, directional shape.
