Karakol was founded in 1869 as a Russian military and administrative outpost near the eastern shore of Lake Issyk-Kul. Its planners gave it a strict rectangular grid, and the map still shows long, straight streets crossing at right angles, many of them lined with poplars and old wooden houses. To the south the land rises quickly toward the snowy ridges of the Terskey Ala-Too.
The town is known for two unusual religious buildings: the wooden Holy Trinity Cathedral and the Dungan Mosque, built in the style of a Chinese temple without metal nails. For much of the Soviet period Karakol was named Przhevalsk, after the explorer Nikolai Przhevalsky, who died here in 1888 and is buried at a memorial near the lakeshore.

River valleys lead out of the grid into the mountains, where trekking routes and a ski base draw visitors, while roads run toward the lake. South of the town, valleys such as the Karakol gorge open into the Tian Shan. They carry roads and trails from the grid toward alpine lakes and high passes.
Roads and mountain streams lead toward the eastern end of Issyk-Kul, one of the largest high-altitude lakes in the world, connecting the town with the shore.
