Ciudad Ojeda lies on the eastern shore of Lake Maracaibo, in the oil-producing region known as the Costa Oriental del Lago. Unlike many older towns in Venezuela, it was planned. It was founded in the 1930s to house people from nearby Lagunillas, whose stilt settlement over the lake had been damaged by fire. That origin shows on the map as a fairly regular, carefully laid-out street pattern.
The lake forms the city's western edge, a wide, empty surface on the map. Along the shore, industrial sites and docks connected to the oil business break up the coastline. Inland, the city's grid spreads across flat terrain, with wide avenues crossing it and connecting it to neighbouring towns along the lakeshore highway.
Oil defined the twentieth-century history of this shore, and many of the surrounding towns grew in the same period and for the same reason.
