Hailar lies in the far northeast of Inner Mongolia, where the city meets the Hulunbuir grasslands. On a map the Hailar River winds through and around the urban area, its looping channels and floodplain forming an open, irregular shape against the more ordered streets.
The city grew along the railway that crosses the region, and the tracks still form a strong line through the map. Streets extend from the river and the station into newer blocks, then end quite abruptly where the grassland begins, leaving wide, empty space around the city.
Hailar was a stop on the historic Chinese Eastern Railway and is now the main urban district of Hulunbuir. Winters here are long and severe, and the surrounding steppe draws visitors in summer. A Hailar map poster captures the city's position between river, railway and grassland.
