Itaboraí lies in Rio de Janeiro state, east of Guanabara Bay and inland from Niterói and São Gonçalo. Its map is less compact than that of a typical city. Neighbourhoods are scattered over a large area of low hills and river valleys, and there are patches of open ground and woodland between them. Seen from above, the town looks like a series of clusters connected by roads.
The historic centre, with its older church and square, forms a tighter grid of streets. From there, the town spreads outward along main roads, including the BR-101 highway that runs through the region. Small rivers wind toward the bay, and the low ground near them stays mostly undeveloped.
In recent years, Itaboraí has become known as the site of a large petrochemical and gas processing complex, which has brought new roads and development to the area.
