Noyabrsk lies in the south of the Yamalo-Nenets Autonomous Okrug, deep in the West Siberian lowland. From above it is clearly a planned city: wide, straight avenues and large rectangular microdistricts set down within a landscape of forest, bog and countless small lakes. The contrast between the orderly grid and the scattered, irregular water around it defines the map.
The city grew from the 1970s onward as a base for oil and gas development, and the fields around it remain central to its economy. Roads and a railway leave the city in several directions toward production sites and other northern towns, cutting long straight lines through the taiga. Winters are long and severe, and the layout reflects practical planning for that climate.
