Papenburg lies in Emsland, in northwestern Lower Saxony, close to the River Ems. It was founded in the seventeenth century as a fen colony. Settlers drained the peat bogs by digging canals and built their houses along the banks. From above, that origin is still unmistakable: long, straight canals run through the town, with streets on each side.
Papenburg is widely known for the Meyer Werft shipyard, which builds large cruise ships. Their transfers down the narrow Ems to the North Sea draw crowds of spectators. The town centre is known for its canals with drawbridges and replica sailing ships, a reminder of its earlier shipbuilding and seafaring past.
