Pulilan lies in the province of Bulacan, north of Manila, on the broad, flat lowland of Central Luzon. On a map the town centre forms a small cluster around the church and plaza, from which roads extend outward to the surrounding barangays. Much of the land between them is still given to rice fields, so the built areas appear as strings of houses along the roads.
The North Luzon Expressway passes through the area, and its interchange connects Pulilan to Manila and to the provinces further north. Creeks and irrigation channels cross the fields in thin winding lines, adding movement to a very level landscape. The result is a map with a clear hierarchy: one fast straight road, a web of local ones, and open land in between.
Pulilan is best known for its Carabao Festival in May, held in honour of San Isidro Labrador, patron saint of farmers, when water buffalo are decorated and led to kneel before the church.
