Shanwei lies on the coast of eastern Guangdong, facing the South China Sea between Shenzhen and Shantou. On a map the city is defined by water: a harbour sheltered behind headlands, a shoreline of bays and sandbars, and small rivers and fish ponds spread across the low land behind the coast. The street network follows this edge, dense near the water and looser inland.
Shanwei was established as a prefecture-level city in 1988, and much of its modern layout dates from recent decades, with broad roads and new districts along the shore. The surrounding Haifeng and Lufeng area has its own dialects and opera traditions, and Haifeng is remembered as the home of Peng Pai, an early organiser of the peasant movement in the 1920s.
