Sovetsk lies in the south of Kirov Oblast, on the river Pizhma not far from where it flows into the Vyatka. On a map, the river is the main feature, a winding band that curves along the town and through the low, forested countryside. The streets spread across the bank in a mostly regular pattern.
Until the Soviet period the town was called Kukarka, a trading village on the river. It became famous across Russia for Kukarka lace, a local tradition of bobbin lace that is still associated with the town. The older streets near the river keep the modest scale of a merchant settlement, with wooden and brick houses along straight lanes.
