Tarutung lies in the Silindung valley in the highlands of North Sumatra, a flat-floored basin enclosed by steep, forested slopes. It is the administrative centre of North Tapanuli Regency. From above, the built-up area is a narrow band along the valley floor, with rice fields filling the flat ground and roads climbing out toward the surrounding ridges.
The valley has a long association with Batak Christianity. The German missionary Ludwig Ingwer Nommensen worked in the Silindung area in the nineteenth century, and a hilltop cross monument known as Salib Kasih commemorates that history above the town. Churches appear frequently among the town's buildings, a detail that reflects the character of the region.
