Tiberias sits on the western shore of the Sea of Galilee, well below sea level, with the lake filling one whole side of the map. The shoreline makes a firm edge, and the town rises from it in tiers. Streets follow the contours of the slope instead of forming a grid, so the plan is layered and a little irregular. Newer districts spread along the ridges above.
Herod Antipas founded the city around 20 CE and named it after the Roman emperor Tiberius. It later became a major centre of Jewish learning and is counted among the four holy cities of Judaism. The hot springs just south of the centre have been used since antiquity, and the lake still shapes how the city looks and how it is used.

The streets gather along its edge and then loosen as they climb.
