Tulun lies in the west of Irkutsk Oblast, where the Trans-Siberian Railway crosses the Iya River. The railway runs through the town in a firm, straight stroke, while the river loops across the plain in wide bends. Between them, the streets settle into a mostly rectangular grid of low-rise blocks and private houses with long garden plots.
Beyond the centre the map loosens into outlying settlements, rail sidings and the open ground of the floodplain, with taiga beyond. The Tulun map poster keeps these layers distinct: the dense grid, the winding river with its side channels, and the railway cutting straight through the middle. The composition rests on the contrast between planned lines and natural ones.
In June 2019 the Iya burst its banks after heavy rain in the mountains upstream. The flood covered much of Tulun and led to a large rebuilding effort, including new housing on higher ground. The town first grew as a stop on the railway and later became a centre for coal mining and timber in the surrounding district.
