Kikugawa is in western Shizuoka Prefecture, between the Oi and Tenryu rivers and not far from the Pacific coast. The Kikugawa River runs through the city, and the town centre sits in its valley. On higher ground, the Makinohara plateau and nearby uplands are covered with neat rows of tea bushes.

Green tea is central to the city's identity. Shizuoka is Japan's leading tea-producing prefecture, and the Kikugawa area is one of its well-known growing districts. The Tomei Expressway and the Tokaido Main Line both pass through, linking the city with Hamamatsu and Shizuoka.
