Tokuyama, now the central district of Shūnan in Yamaguchi Prefecture, lies on the Seto Inland Sea coast. Its map is split between two worlds: a compact grid of streets around the railway station, and a waterfront given over to large industrial plants, piers and reclaimed land. Wooded hills rise behind the town, and offshore, islands break up the bay.
The city is one of Japan's major petrochemical centres, with refineries and chemical works lining the shore. Out in the bay, the island of Ōtsushima served in the Second World War as a training base for kaiten manned torpedoes, and a memorial museum there records that history for visitors who take the ferry across.
