Avarua sits on the north coast of Rarotonga, the main island of the Cook Islands. The island is roughly round, with a mountainous, largely uninhabited interior and a narrow band of flat land around its edge. On a map, the town is a modest cluster of streets along that coastal strip, with the reef and the lagoon just offshore.
The coast road, Ara Tapu, circles the whole island and serves as the main street through town. An older inland road runs roughly parallel to it through plantations and villages. A small harbour cut into the reef serves boats and local shipping. Just west of the town, the runway of Rarotonga International Airport lies along the shore, a straight line against the curve of the coast.
The Cook Islands govern themselves in free association with New Zealand. Avarua is the seat of that government and the island's commercial centre. A fringing reef encloses a shallow lagoon along the coast and draws a second line offshore, broken only where the harbour entrance is cut through the reef.
West of the town centre, the runway runs along the coast. This long, straight stroke contrasts with the rounded outline of the island.
