Bālugān lies in Khordha district of Odisha, on the western shore of Chilika Lake, the largest coastal lagoon in India. The town stretches along a narrow strip of land between the water and the hills inland, and its map is shaped by that squeeze: a linear settlement where railway, highway and shoreline run roughly side by side.
The town is known for its fish market, where catches from Chilika, including prawns and crabs, are traded and sent on to other cities. Boats leave from the shore for islands in the lagoon, among them the island of the Kalijai temple. The main line between Kolkata and Chennai passes through, and the national highway follows the same corridor.
