Goldsboro is the county seat of Wayne County, in eastern North Carolina, on the flat coastal plain. It grew in the mid-1800s at the crossing of railways, and its downtown still reflects that, with a regular grid of streets aligned to the tracks. Around the centre, residential neighbourhoods spread out in a looser pattern towards bypasses and farmland.
The Neuse River flows past the city to the south and west, bringing curves and wooded banks to the edge of the map. To the southeast lies Seymour Johnson Air Force Base, whose runways form one of the most striking shapes on the plan, long and straight against the surrounding streets. The base is a large part of the city's life and population.
