Ōarai lies on the Ibaraki coast, facing the open Pacific. On a map the town stretches along the shore. Its northern side is marked by the mouth of the Naka River, and the harbour sits nearby with breakwaters and quays jutting into the sea. Lake Hinuma lies inland to the southwest, so there is water on three sides.
The town's street network runs parallel to the coast and inland from the harbour. The seafront is lined with beaches, a rocky headland and a coastal road. Ōarai Isosaki Shrine is known for its torii gate on the rocks in the surf. The port handles long-distance ferries to Hokkaido.

The river meets the Pacific at the north end of town. Its wide mouth separates Ōarai from the coast beyond.
South of the harbour, the coast alternates between sandy beaches and a rocky stretch. The shrine's torii stands on that rocky stretch, facing the ocean.
