Sibulan lies on the east coast of Negros Island in the province of Negros Oriental, just north of Dumaguete. From above, the municipality is a long band running inland from the sea. A narrow coastal strip holds the main road and the densest streets, and the land then rises steadily toward the mountains in the west.
The coast faces the Tañon Strait, and a port here links Negros with Cebu by sea. The airport that serves Dumaguete is also in Sibulan, and its runway forms a long straight line near the shore. On the map, the harbour and the airstrip give the lowland part of town a clear structure.
Inland, the land rises into forest. High in the hills are the Twin Lakes, Balinsasayao and Danao, which are protected within a natural park.
