Seen from above, the city looks like a set of islands spread across north-eastern Estonia.
This shape comes from oil shale. Settlements grew around the mines and processing plants of Ida-Virumaa, and they were joined administratively into one city in the Soviet period. The industrial heritage is still clear in the landscape, especially in the large ash hills that rise above the flat land, and most residents speak Russian as their first language.
